KRATIE PROVINCE (KINGDOM OF CAMBODIA)

The signing of a Working Memorandum by high-level delegations from both regions in 1997 laid the groundwork for the amicable and constructive connection between Ho Chi Minh City and Kratie Province (Kingdom of Cambodia). The Socialist Republic of Vietnam and the Kingdom of Cambodia have been close friends for almost thirty years, and this friendship has grown to be a prominent symbol of solidarity, traditional ties, and useful neighborly cooperation. The cooperation corridor between the two locations, which is ideally situated in Northeastern Cambodia, has consistently translated diplomatic pledges into a number of tangible action projects, greatly advancing border trade, infrastructure development, and social welfare.

In terms of its economy and main advantages, Kratie Province is becoming a vibrant center in northeastern Cambodia, mainly due to the attraction of foreign direct investment (FDI) and extensive agro-industrial growth. Kratie presently has about 11,000 operational businesses and industrial facilities, according to statistics from the provincial economic census, providing a strong basis to improve regional competitiveness. High-tech cattle husbandry and the large-scale production and processing of industrial crops, such as rubber, bananas, and pomelos for export, are the province's main strengths. Furthermore, benefiting from the Mekong River, the province possesses vast potential for freshwater aquaculture development, mineral extraction, and eco-tourism services integrated with the conservation of the rare Irrawaddy freshwater dolphins, contributing actively to poverty reduction and the improvement of social welfare infrastructure for the local population.

In the areas of agriculture, power infrastructure, border trade, and social welfare, the two communities' collaborative accomplishments during the last almost thirty years have proven to be extremely significant and influential. Major Vietnamese economic conglomerates, such as the Snuol Complex (Thaco) in Kratie, have emerged as a major feature, boosting exports and providing steady employment for over 1,600 workers, including locals and Vietnamese residents who were relocated from the Tonle Sap region. Memorandums of understanding to improve healthcare and educational capabilities in border regions, as well as inked cooperation agreements on electricity supply to secure energy infrastructure for industrial production chains, have further reinforced the bilateral commerce corridor.

Looking toward the future, particularly within the context of promoting economic corridor connectivity within the Cambodia - Laos - Vietnam (CLV) Development Triangle Area, Ho Chi Minh City is expanding its partnership networks to attract direct investment and forge strategic alliances with partners from Kratie Province across three key areas:

High-Tech Agriculture and Export Processing: Increasing the value of Kratie Province's export supply chain to international markets, fostering investment and the transfer of cultivation techniques, and building deep-processing facilities for fruits, rubber, and agricultural products in compliance with international standards.

Energy Infrastructure and Logistics: Improving warehousing and logistics infrastructure capabilities to link Northeastern Cambodia with the seaport system in Ho Chi Minh City; coordinating the synchronization of cross-border power transmission systems to support industrial output.

Social Welfare, Healthcare, and Eco-Tourism: Continuing to expand the scale of cooperation in human resource training and deploying medical delegations for advanced health screenings and community healthcare in border areas; while jointly developing inter-regional eco-tourism tours along the Mekong River corridor. a
