Shenyang is a major metropolitan city with a population of more than nine million and serves as one of the principal industrial centres in Northeast China. The city's economy is supported by a strong manufacturing base with internationally competitive capabilities. Its key industries include advanced equipment manufacturing, precision engineering, new-generation information technology, and clean energy. A prominent example of Shenyang's industrial strength is the BMW Brilliance Automotive manufacturing complex and global research and development (R&D) centre, which has positioned the city as an important hub for the production of next-generation vehicles, including electric vehicles (EVs), while advancing innovation in intelligent manufacturing and the circular economy.

A key highlight of cooperation between the two cities has been the steady expansion of practical collaboration in trade, industrial development, and the exchange of experience in urban governance and supporting industries. For Ho Chi Minh City, Shenyang's experience in industrial development and transport infrastructure provides valuable reference for advancing sustainable urban mobility and modern industrial transformation. In recent years, bilateral exchanges have continued to strengthen through official delegation visits, business networking activities, and trade and investment promotion initiatives. The two sides have also expanded cooperation in innovation, advanced manufacturing, and industrial ecosystem development, laying a solid foundation for further strengthening their strategic partnership.
Looking ahead, particularly within the framework of the 3rd Ho Chi Minh City Friendship Dialogue (FD 2026), Ho Chi Minh City seeks to further expand cooperation with Shenyang and encourage investment, technology transfer, and the sharing of management expertise in the following five priority areas:
1. Advanced Manufacturing and Intelligent Equipment: Promote cooperation in research and development, strengthen business connectivity across machinery and automation supply chains, and facilitate the adoption of intelligent manufacturing solutions.
2. Automotive Industry and Supporting Industries: Encourage investment in automotive design and component manufacturing, electric vehicle infrastructure, and high-value engineering services that support sustainable urban mobility.
3. New Energy and Information Technology: Expand cooperation in clean energy solutions, software applications, big data management, and innovation-driven technologies to support sustainable industrial development.
4. Technical Education and Human Resources Development: Strengthen partnerships in engineering education, technical training, workforce development, and capacity building for the operation of advanced industrial systems.
5. Business Connectivity and Trade Promotion: Organize bilateral industrial forums, facilitate business-to-business networking, strengthen investment partnerships, and promote trade and commercial exchanges between the two cities.
