IZUMIOTSU (JAPAN)

The friendship and cooperative relations between Ho Chi Minh City and Izumiotsu City (Osaka Prefecture, Japan) represent one of the highly potential local-level connection channels in Vietnam - Japan relations, particularly in the fields of seaports, logistics, trade, and human resource development. Relations between the two localities have been driven by exchanges of leadership and business delegations, as well as high-level meetings to explore cooperative opportunities aligned with each side's strengths. In 2014, leaders of Ho Chi Minh City and Izumiotsu City mutually agreed that both localities possess many favorable conditions to expand cooperation in seaport development, logistics, economics, culture, and human resource training, contributing to deepening the friendly relations between Vietnam and Japan.

In terms of the economy and flagship sectors, Izumiotsu is a city in Osaka Prefecture, situated on the coast of Osaka Bay and serving as one of the vital trade gateways of the Kansai region. The city has a long history of development closely linked to seaport activities and maritime trade. According to historical records and urban statistics, Izumiotsu was an important trading port as early as the 8th century, and it is also renowned as Japan's capital for blanket production, textiles, and light industrial products. Today, along with the advantage of its strategic location within the Osaka Metropolitan Area, Izumiotsu is evolving into a modern port city that integrates industry, logistics, and high-quality services.

Regarding economy, Izumiotsu possesses a seaport system that plays a crucial role in the Kansai region's logistics network, and the locality holds extensive experience in transportation infrastructure development, supporting industries, and international trade. On the basis of the Vietnam - Japan Comprehensive Strategic Partnership and the outcomes of exchanges between the two localities, Ho Chi Minh City aims to expand cooperation with Izumiotsu in five key focus areas:

1. Seaports and International Logistics: Enhancing the exchange of port management experiences, modern logistics operations, and supply chain connectivity between Ho Chi Minh City's seaport areas and the port system of the Kansai region, Japan.

2. Trade and Investment: Supporting business matchmaking between the two localities, promoting trade and investment facilitation, and expanding market reach for each side's flagship products.

3. High-Quality Human Resource Development: Strengthening vocational training cooperation, personnel exchanges, and labor skill upgrades in the fields of industry, logistics, services, and corporate governance.

4. Industry and Applied Technology: Encouraging cooperation in supporting industries, manufacturing, automation, and technological fields that align with the development needs of Ho Chi Minh City.

5. Cultural and People-to-People Exchanges: Promoting youth, educational, cultural, and tourism exchanges to enhance mutual understanding, creating a sustainable social foundation for long-term cooperation between the two localities.
