This area, which is widely recognized as the "cradle" of the Lao Revolution, reflects distinctive historical and cultural characteristics that are strongly linked to the network of historical sites known as the Viengxay caves, which served as the unwavering foundation for early revolutionary leaders. Houaphan has a population of more than 350,000 and a natural land area of over 16,500 square kilometers, according to data from the Investment Promotion Department of Laos (Invest Laos). Beyond its rich historical symbols, the province is naturally endowed with fertile highlands and vast primeval forests that create a signature green ecological corridor, offering immense potential for developing heritage experiential tourism models alongside sustainable agriculture and forestry in Northern Laos.
With up to ten border gates linking to Vietnam, including the Nam Soi International Border Gate on Highway 6, which immediately connects to Thanh Hoa Province, Houaphan functions as a vital northeastern commercial gateway. As bilateral cross-border import-export turnover continues to increase steadily, this economic connection has shown its effectiveness more and more. Notably, the geographical transportation bottleneck has been formally removed with the commissioning of the major infrastructure project, Nong Khang Airport (Xam Neua District), which satisfies ICAO 3C criteria. This opens up a corridor for smooth communication between Vientiane Capital and surrounding areas.
As a vivid representation of the unique solidarity and all-encompassing cooperation between Vietnam and Laos, the exceptional friendly cooperative accomplishments between Ho Chi Minh City and Houaphan Province have been widely acknowledged over the years. The government and residents of Ho Chi Minh City in Houaphan have sponsored and built significant social welfare projects, such as Xam Neua High School, healthcare facilities, home electricity projects, and clean water systems for isolated villages, which are the best examples of the bilateral relationship. Additionally, Ho Chi Minh City has consistently awarded full scholarships to hundreds of Houaphan students to pursue higher education at the city's main universities, demonstrating the significant implementation of the training of high-quality human resources. These achievements, along with high-level sister-city visits, humanitarian medical missions, and trade promotion fairs, have fostered a solid foundation for the two localities to progress toward larger-scale economic joint ventures.
With an eye toward the future, Ho Chi Minh City is growing its networks of strategic partnerships with Houaphan Province partners in five important sectors, building on the Memorandum of Understanding agreed in 2023:
Sustainable Agriculture, Forestry, and Food Processing: Promoting the transfer of cultivation techniques and forming joint ventures to build high-tech agricultural and forestry processing facility chains, thereby enhancing the local on-site export value chain.
Tourism Infrastructure and Heritage Development: Investing in upgrading supporting amenity chains surrounding the Viengxay Caves historical site network and pristine ecotourism destinations to maximize the transport capacity of the new airport.
Border Trade and Logistics: Capitalizing on the infrastructure system of the 10 border gates to construct transshipment warehousing centers and optimizing goods trade procedures and workflows among Laos, Vietnam, and Southern key economic zones.
Handicrafts and Village Cooperation: Partnering to preserve and commercially develop Houaphan's renowned traditional handmade silk weaving product lines, connecting these heritage products to international consumer markets through Ho Chi Minh City's distribution channels.
Public Health and Education and Training: Continuing to implement aid programs for specialized medical equipment, deploying medical experts for technical support, and robustly offering scholarships to train high-quality human resources for the province at Ho Chi Minh City's premier universities.
