A Memorandum of Understanding (MoU) on strengthening cooperative relations was signed in 2015 between the then Province of Binh Duong and the City of Eindhoven (the Netherlands), formally establishing their cordial and cooperative partnership. Following the merger of Binh Duong into Ho Chi Minh City in 2025, this ten-year relationship now provides a foundation for cooperation between Ho Chi Minh City and Eindhoven. Over the years, both sides have maintained dialogue programmes and high-level delegation exchanges to share international experience in urban governance. Eindhoven's experience as the core city of Brainport Eindhoven has contributed to smart city development and the transition towards a knowledge-based economy in former Binh Duong, now part of Ho Chi Minh City. The relationship is built on mutual learning, particularly the adaptation of the Triple Helix model - strategic collaboration among government, knowledge institutions and industry - to support the planning and development of Ho Chi Minh City's innovation ecosystem.
Alongside government-to-government cooperation, Brainport Eindhoven and Becamex IDC have worked together over the past decade on smart city development, developing the high-tech and innovation ecosystem, and creating new industrial infrastructure to accommodate high-tech investment in Ho Chi Minh City. The partners have also cooperated internationally through city and innovation networks and by organising international events and exchanges between governments, industry and knowledge institutions.
With a population of over 249,000, Eindhoven is a bustling city in the province of North Brabant in the southern Netherlands. It is the core city of Brainport Eindhoven, one of Europe's leading high-tech regions and sometimes referred to as the "Silicon Valley of Europe." Brainport Eindhoven's Gross Regional Product (GRP) increased by 61.3% over the ten-year period from 2012 to 2022, significantly exceeding the 46.8% national growth rate. The region is home to global flagship companies such as ASML, Philips, NXP and DAF Trucks and has strong competencies in High-Tech Systems & Materials (HTSM) and deep tech. Eindhoven was named the 2011 Intelligent Community of the Year by the New York City-based Intelligent Community Forum. With support and inspiration from Eindhoven, Binh Duong Smart Region received the same title in 2023.

The collaboration between Eindhoven and Ho Chi Minh City has developed over time into a bilateral coordinated process with the goal of maximizing sustainable development objectives, going beyond simple information transfer. In particular, the administration of Ho Chi Minh City has had direct working sessions with organizations like the Philips Innovation Center and the High Tech Campus Eindhoven to research energy-efficient lighting technologies, smart infrastructure, and contemporary urban government concepts. Ho Chi Minh City and Eindhoven are concentrating on promoting ecosystem connection, exchanging technical solutions, and establishing strategic partnerships in five crucial sectors in order to realize their shared vision of sustainable and creative urban development:
1. High-Tech Systems and Materials (HTSM): Connecting networks from the Eindhoven Brainport region, promoting joint research, and attracting investments into the manufacturing of advanced components, microchips, and materials.
2. Innovation and Deep Tech: Driving experience-sharing programs on the development of startup ecosystems, artificial intelligence (AI) applications, and digital transformation in municipal administrative operations.
3. Life Sciences and Medical Technology (Medtech): Collaborating on sharing experiences to build digital healthcare ecosystems, applying advanced medical devices, and deploying smart, research-driven healthcare models.
4. Smart Urban Governance: Exchanging practical experiences regarding the "Triple Helix" model to enhance the efficiency of coordination among government agencies, universities, and the business sector in urban development.
