THE REPUBLIC OF BASHKORTOSTAN, RUSSIAN FEDERATION

Cooperation between Ho Chi Minh City and the Republic of Bashkortostan was formally established through the signing of an Agreement on Cooperation in Economic, Trade, Scientific and Technical, and Humanitarian Fields in 2017 between the People's Committee of Ho Chi Minh City and the Government of the Republic of Bashkortostan. The Agreement provides a comprehensive framework for multi-sector cooperation between Ho Chi Minh City and one of the Russian Federation's leading industrial and energy-producing republics.

Building on the longstanding friendship between Viet Nam and the Russian Federation, the Republic of Bashkortostan is well positioned to become a valuable partner for Ho Chi Minh City across a wide range of sectors, including industry, petrochemicals, agriculture, food processing, logistics, education, healthcare, science and technology, and people-to-people exchanges.

In terms of economic development and key industries, the Republic of Bashkortostan is home to a population of more than four million and is one of the Russian Federation's most economically significant republics in the Volga–Ural region. Its diversified economy is driven by strengths in industry, energy, petrochemicals, oil refining, agriculture, food processing, logistics, manufacturing, and industrial park development. These sectors complement Ho Chi Minh City's priorities in expanding trade, supporting industries, advanced agricultural production, food processing, industrial materials, and technical workforce development. In addition, the Development Corporation of the Republic of Bashkortostan and the Region's investment promotion mechanisms demonstrate a strong commitment to attracting investment in manufacturing, infrastructure development, processing industries, and investment support services, creating favorable conditions for international business cooperation.

For Ho Chi Minh City, the Republic of Bashkortostan offers substantial opportunities for practical cooperation in high-value industrial and technology-intensive sectors. With its strengths in energy, petrochemicals, industrial materials, agriculture, food processing, and special economic zones, Bashkortostan can complement Ho Chi Minh City's development priorities in upgrading industrial and commercial value chains, advancing supporting industries, diversifying sources of raw materials, strengthening business connectivity, and expanding scientific and technological cooperation. At the same time, cooperation in culture, education, and people-to-people exchanges can continue to reinforce the longstanding friendship and mutual understanding between Viet Nam and the Russian Federation.

Looking ahead, particularly within the framework of the 3rd Ho Chi Minh City Friendship Dialogue (FD 2026), Ho Chi Minh City aims to broaden its cooperation framework with the Republic of Bashkortostan by encouraging investment, technology transfer, technical expertise, and the sharing of management experience in the following five priority areas:

Petrochemicals, Energy and Industrial Materials: Promote partnerships in petrochemicals, oil refining, industrial materials, supporting industries, engineering products, and technical services for the manufacturing sector.

High-Tech Agriculture and Food Processing: Strengthen cooperation in crop cultivation, livestock production, value-added food processing, preservation technologies, quality standards, and agricultural and food trade between the two markets.

Special Economic Zones and Manufacturing Industries: Explore the experience of the Alga Special Economic Zone (SEZ) in investment attraction, industrial infrastructure development, industrial cluster development, enterprise support policies, and the management of special economic zones.

Education, Healthcare, Science and Technology: Enhance expert exchanges, academic partnerships, applied research, knowledge transfer, and workforce development to support the growth of industrial and service sectors.

Trade, Logistics and People-to-People Exchanges: Strengthen trade promotion activities, business networking, logistics connectivity, cultural promotion, and people-to-people exchanges between the two sides.
