Ho Chi Minh City Implements Key Programmes and Initiatives under Resolution No. 59-NQ/TW

Ho Chi Minh City is actively implementing programmes and initiatives that translate the strategic orientations of Resolution No. 59-NQ/TW into concrete actions, with the goal of developing the City into an international hub for economic, financial, commercial, scientific, technological, and innovation cooperation.

Economic Diplomacy and FDI Attraction

In line with Resolution No. 59-NQ/TW, Ho Chi Minh City prioritizes attracting investment projects in high technology, semiconductor manufacturing, artificial intelligence (AI), international finance, logistics, digital transformation, and green growth. At the same time, the City continues to strengthen engagement with multinational corporations, international financial centres, and global organizations to enhance its competitiveness.

To date, the City has organized more than 150 trade and investment promotion activities, expanded cooperation with international partners, advanced the digital economy, and mobilized overseas Vietnamese remittances to support science and technology development.

Enhancing the Effectiveness of Local External Relations

In the field of external relations, Ho Chi Minh City continues to maintain and expand cooperative partnerships with 88 local governments and 21 international organizations. In 2025, the City welcomed 45 high-level foreign delegations, and during the first four months of 2026, it continued to receive more than 15 international leadership delegations for official visits and cooperation exchanges.

Innovation and Science & Technology Cooperation

The City is prioritizing strategic sectors, including financial technology (FinTech), artificial intelligence (AI), education technology (EdTech), and high-tech agriculture. Its innovation ecosystem continues to expand through key institutions such as the Ho Chi Minh City Startup and Innovation Center, which incubates numerous innovation projects each year.

Ho Chi Minh City is recognized among the top five most dynamic startup ecosystems in Southeast Asia and continues to invest in the development of data centres and advanced technology infrastructure.
