The Ministry of Science, Technology and Environment of Cuba (CITMA) is the central government agency responsible for directing state policy on science, technological development, innovation, environmental management, and climate change response. Under the Memorandum of Understanding (MOU) for strategic cooperation with Ho Chi Minh City, CITMA plays a pivotal role in accelerating biotechnology transfer, advanced biomedical research, high-tech agriculture, and biodiversity conservation. The Ministry actively partners with the City in climate change mitigation programs, clean energy development, and building a sustainable innovation ecosystem.
