The friendly exchange relationship between Ho Chi Minh City and Zhejiang Province (People's Republic of China) was formally established through the signing of a Memorandum of Understanding on Friendly Exchange Relations in 2010.

Within the framework of the Viet Nam–China Comprehensive Strategic Cooperative Partnership, the two localities have continuously promoted official exchanges, trade promotion, business connectivity, and investment cooperation.Over the past fifteen years, cooperation between Ho Chi Minh City and Zhejiang has continued to deepen, becoming one of the most dynamic subnational partnerships between Viet Nam and China and making a significant contribution to strengthening bilateral economic, trade, and investment ties.

Economic Profile and Key IndustriesZhejiang is one of China's most dynamic and economically advanced provinces, located along the country's eastern coast with a population of more than 66 million.In 2025, the Province's Gross Domestic Product (GDP) reached approximately RMB 9.45 trillion, maintaining its position among China's largest provincial economies.Zhejiang has developed a well-balanced economic structure encompassing industry, services, and innovation, with internationally competitive strengths in e-commerce, information technology, intelligent manufacturing, logistics, digital finance, and the private sector.Its capital, Hangzhou, is widely recognized as one of China's leading digital economy hubs and is home to globally renowned technology companies such as Alibaba, Ant Group, and Hikvision.As part of its next stage of development, Zhejiang is accelerating digital transformation, expanding the application of artificial intelligence (AI), advancing green industries and clean energy, and promoting sustainable smart city development.Mr. Nguyen Van Dung, Vice Chairman of the Ho Chi Minh City People's Council, received Mr. Gao Xingfu, Vice Chairman of the Standing Committee of the Zhejiang Provincial People's Congress, during his visit to Ho Chi Minh City to promote economic cooperation. Over the years, cooperation between Ho Chi Minh City and Zhejiang Province has delivered encouraging outcomes in trade, logistics, technology, and investment. Regular trade promotion activities, international trade fairs, and business forums have created favourable conditions for enterprises from both sides to strengthen commercial partnerships.
Zhejiang is home to one of the world's largest e-commerce ecosystems. In particular, Yiwu is widely recognized as the world's largest wholesale market for small commodities and plays a pivotal role in global supply chains.
Meanwhile, Hangzhou has emerged as one of China's foremost centres for digital innovation, supported by a robust ecosystem for financial technology (FinTech) and artificial intelligence (AI). A growing number of Zhejiang-based enterprises have also expanded their investments in Viet Nam across industrial manufacturing, e-commerce, renewable energy, and high technology.
Looking toward the future, particularly as Ho Chi Minh City advances the development of an International Financial Centre, an innovation-driven city, and a digital economy, the City looks forward to expanding cooperation and attracting investment from Zhejiang Province in the following priority sectors:
Digital Technologies and Artificial Intelligence (AI): Promote cooperation in research and development, technology transfer, and the application of AI solutions in manufacturing, urban governance, and public service delivery.
E-commerce and the Digital Economy: Strengthen business connectivity, expand cross-border e-commerce platforms, and foster the development of digital payment ecosystems.
Logistics and Smart Supply Chains: Cooperate in developing modern logistics hubs and applying digital technologies to transport management and supply chain operations.
Digital Finance and Innovation: Encourage FinTech companies, investment funds, and technology research centres from Zhejiang to participate in developing Ho Chi Minh City's innovation ecosystem.
Green Energy and Smart Cities: Promote cooperation in renewable energy, green infrastructure, carbon emissions reduction, and sustainable smart city governance solutions.
