The Ministry of Public Health of Cuba (MINSAP) is the central government body responsible for state administration of the national healthcare system, medical education, public health, and the pharmaceutical industry. Under the Memorandum of Understanding (MOU) for strategic cooperation with Ho Chi Minh City, MINSAP plays a core role in facilitating medical expert exchanges, training collaboration, and transferring Cuba’s world-class medical advancements. The Ministry actively partners with the City in deploying advanced pharmaceuticals and vaccines, supporting family medicine and primary healthcare models, and furthering specialized research in medical biotechnology to elevate healthcare quality for the City's residents.
