Mr. Seng Vannak currently serves as the Deputy Governor of Phnom Penh Capital, the political, economic, and cultural center and a breakthrough development engine of the Kingdom of Cambodia. Graduating with a degree in Architecture and a Master’s degree in Urban Planning, he possesses a deep professional foundation alongside extensive experience in infrastructure management, architectural planning, and sustainable urban development. In his capacity as Deputy Governor, he plays a core role in directly steering key projects regarding urban transport infrastructure upgrades, public space management, smart city development, and addressing environmental and drainage challenges in Phnom Penh. Furthermore, he is an active partner in reinforcing traditional friendship ties, driving substantive cooperation programs, and enhancing people-to-people exchanges between Phnom Penh Capital and Ho Chi Minh City.
